III.ii.3.F.1.a.  Handling Waiver Requests

Upon receipt of a request for a waiver of debt, determine if a Receivables Balanceis shown on the AWARD INFORMATION tab on the CORPORATE INQUIRY AWARD/RATING screen in Share.

Follow the guidance below when handling waiver requests.
If … Then …
  • receivables balance information is shown in the AWARD INFORMATION tab, and
  • all documents in the mail packet are intended for the Debt Management Center (DMC)
reassign the mail packet to the DMC Assignment Queue in the Centralized Mail (CM) portal.
  • receivables balance information is shown in the AWARD INFORMATION tab, and
  • at least one document needs to be uploaded into the Veterans Benefits Management System (VBMS) electronic claims folder.
  • utilize the download functionality within the CM portal to download the mail image(s), and
  • email the document(s), in portable document format, to the DMC atDMCOPS.VBASPL@va.gov
  • process the remaining documents in the packet as appropriate, and
  • upload the packet into VBMS.

III.ii.3.F.2.a.  Handling Claims for Survivor Benefits

Receipt of one of the forms listed below indicates a claim for survivor benefits.  Upon receipt of one of these claims, use the CM portal to route the claim to the appropriate pension management center (PMC).

Note:  Upon receipt of a VA Form 21P-527, Income, Net Worth, and Employment Statement, or VA Form 21P-527EZ, Application for Pension, determine if there are any pending rating end products (EPs).  Follow the instructions in the table below to determine the appropriate next action.
If … Then …
there is a pending rating EP
add pension as a contention to the existing EP, and manage evidence to indicate receipt of the form.

route to the appropriate PMC in the CM portal.
Important:  Do not establish an EP for these claims.
